A community anchor institutions (e.g. from New Hampshire [1]) are hospitals, schools, libraries, community centers, fire stations and government buildings (75 as of the interview date, target of 100 to 200). The construction cost of the lateral being the highest cost, this allows multiple carriers to serve these institutions.

In Maine, New Hampshire, and New England and the USA generally, it is a high priority to connect these institutions first and foremost. In New Brunswick, Nova Scotia and Prince Edward Island this has also been a priority but without any commitment to serve all such institutions. For instance, the Valley Community Fibre Network in the Annapolis Valley of Nova Scotia including Berwick, or the Halifax Region or Cape Breton, have good connectivity, but Lunenburg Region has extremely poor public backhaul/middle mile open access dark fibre of this kind.
